Secretary Moon brings more than a decade of experience as a senior public service executive, including the past four years as Deputy Secretary of the Commonwealth. As Deputy Secretary, Secretary Moon supported the Secretary and the Governor in fulfilling a broad range of statutory and administrative responsibilities. Her portfolio included oversight of extraditions, clemency matters, notary public commissions, international document authentications, boards and commissions appointments, service of process, constituent services, outreach initiatives, advisory board administration, and serving as a liaison to Virginia’s eleven state-recognized Tribes.

Before serving in the Executive Branch, she served Virginia Senate leadership, where she demonstrated strong policy expertise and worked closely with constituents to connect them with critical government services and assistance. In addition to her legislative experience, Secretary Moon has played a key role on operational teams, contributing expertise in event planning, scheduling, team management, and staff training.

Prior to her service in the Office of the Secretary of the Commonwealth, Secretary Moon was a member of Governor Youngkin’s Transition Team, where she worked in Personnel to support the formation of the Administration. She holds a Bachelor’s degree in Psychology and a Master’s degree in Human Services Counseling, with a specialization in Family Advocacy and Public Policy, from Liberty University.
